Portuguese referees are subordinated (instrumentalized, manipulated) to Benfica and Sporting fans, they use a dual criteria system; in the Disciplinary Chapter, they protect Benfica and Sportiguista football players to the detriment of their opponents; to please those who appoint them, that is, the Arbitration Council, FPF Appointments controlled by Benfica and Sporting fans.
